Municipality not immune to the perils of a hot construction market

The rather ordinary building at 1020 Legacy Way looks like any other compact four-storey apartment complex, buzzing with activity in the push to have renters in place this fall. From the outside looking in, there’s nothing to indicate that this building will set a standard as the most expensive employee housing project on Whistler’s books, coming in at close to $10 million for 24 units of affordable rental housing.…
